If Florida education and policy leaders are going to make appropriate, data driven decisions on education reform, those decisions should be based on evidence that reflect positive outcomes for students.  More regulations and accountability may be what is best for students, it may not be, but how to determine that may be determined by conducting research that is based on student achievement. The audience and beneficiaries of this study are university professors in Colleges and Schools of Education, State Departments of Education, district superintendents and personnel, and policy makers including but not limited to, members of state legislatures, state boards of education, and Governors.
